UK Councils Intend to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a new poll of local authorities, UK councils are planning to sell social clubs, athletic facilities, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in England reported that six out of ten of councils are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have in the past faced criticism for disposing of public land and land to support their budgets, but they argue they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group noted that a significant number of councils attempting to raise money from a quick sale of assets represented “a clear change from 2024, when the largest share (60%) of local leaders said they would focus on service redesigns and utilising financial reserves to weather growing fiscal pressures.”

Detailed Cases of Proposed Sales

Medway Council in Kent said its property management strategy featured the disposal of a shopping centre in Rainham and a community venue in another town to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the plan.

Local Levy Increases and Wider Fiscal Strains

This research of local authorities in the key cities group, which includes several urban centers, further found that more than 70% of councils will have to increase local levies next April to address the growing cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council explained it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures require time to deliver both improved services and financial savings,” said Vince Maple.

He added: “We face population challenges which will continue to add to the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

National Trends and Projections

A survey of county councils this week further found council budgets being stretched by the increasing figures of children and older individuals needing special educational assistance.

The County Councils Network said that local shortfalls will reach £4.4bn a year by 2029, as they grapple to manage increased demand.

Ministers have put off planned reforms to the special educational needs framework until next year after a white paper setting out those reforms has been postponed.

Disadvantage and Funding Gaps

According to the latest indices of deprivation (IMD) for UK local authorities, many key cities members were among the most deprived in England.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the latest deprivation indices,” said the study.

“While only a single urban area is among the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of England. The data underscores the scale of difficulties facing municipal officials across major urban centers in the next twelve months,” the analysis added.

“Council officials have been clear about the need for a equitable and lasting funding system that accounts for and responds to the real levels of deprivation and demand,” stated a council leader.

“Lacking this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey revealed.
